+# Civic Infrastructure Publication
+
+This repository is the authoritative source for approved public Civic Infrastructure publication artifacts.
+
+Published artifacts are versioned by replacement, not mutation.
+
+For artifacts published to IPFS, the repository preserves both:
+
+- the Civic SHA-256 identity of the exact artifact bytes; and
+- the corresponding IPFS CID.
+
+These identities are separate and are not interchangeable.
+
+## Scope
+
+This repository is limited to approved public Civic Infrastructure artifacts, including:
+
+- policies;
+- trust and service declarations;
+- schemas and specifications;
+- publication manifests; and
+- publication receipts.
+
+It does not contain:
+
+- Triage data;
+- Participant data;
+- case data;
+- mail;
+- RAG corpora or vectors;
+- private documents;
+- credentials; or
+- private operational logs.
+
+## Publication model
+
+Source-controlled approval precedes publication.
+
+A published artifact is not overwritten in place. A changed artifact is a new version with new immutable publication identities. Prior versions remain part of the publication history.
